The solution should be different for wheels and tires. Use a grout sponge for cleaning and process the tire dressing properly. Although oil works better for shining the tire, it attracts dust quickly. So, you have to prepare yourself for applying the tire shine immediately. Add polishing compound to the buffing wheel for extra shine. Although your bike is polished, you'll have to repeat this every few months since the plastic will become dull over time.

Is it worth restoring an old bike?

I have sprayed it on and after letting it set for about an hour take a rag and wipe the bike down. Doing it this way takes the deep wet look off but it still makes the bikes decals and plastic areas (that aren't covered by any decals) shine. I use the Turtle wax brand foam spray and it has greasy film to it like most all foam sprays cause that film is what makes that deep wet shine. However I dont pile the foam up on the plastic. I just spray a fast light coat on it and let it set.
Why It’s So Important to Protect Your Tires
Buy a new buffing wheel so you know that it doesn't have compound, degreaser, or dirt from a previous project in the material. Feel free to use an even finer sandpaper if that's what you have on hand. Try polishing the plastic with 800 or 1000-grit sandpaper, for instance. Be sure to use bicycle lubricant, not WD40 or another solvent. Putting anything other than bike lube on your components can cause them to corrode faster.
Scoop 1–2 tsp (4.9–9.9 mL) of wax up in a microfiber cloth. Wrap a microfiber cloth around your dominant hand and scoop up a quarter-sized dollop of carnauba wax. How to make bike look shiny?

Just hose the bike down with water and scrub it using any of the car shampoos available in the market. It takes about 3 days per gallon of wash, to ferment. 1 gallon is 3 days, 5 gallons is about 14 days, plus or minus. Depends on temp of the wash, yeast and sugar. I've achieved a blue flame from a wash after a first run with this set up. You may or may not need to run the wash more than once.

A good wax about more than just the looks it provides to a motorcycle. You really don’t need to apply much pressure to work the cleaner into the finish. For thinner parts of the frame, wrap the microfiber cloth around the metal and squeeze the metal while rotating your wrist. The bike doesn’t need to be bone dry for the polishing process to work, but you do need to get most of the water off.
